Research, evaluation, and technical expertise for institutions that act on evidence
ZA'THINK TANK for Management and Consultancy (ZATMAC) is a multidisciplinary research and consultancy firm based in Rabat. Since 2022, we have supported public institutions, United Nations agencies, and civil society organizations in designing studies, evaluating programmes, and turning findings into decisions, across Morocco and the wider MENA region.
Who we are
A research firm built on evidence, not declarations
ZA'THINK TANK for Management and Consultancy (ZATMAC) is a multidisciplinary research and consultancy firm based in Rabat. We support public institutions, United Nations agencies, and civil society organizations across Morocco and the wider MENA region.
From applied research to multimedia production, our work follows a rights-based, inclusive, and evidence-driven approach aligned with the Sustainable Development Goals, from the first research question to the final measure of change.
Twenty-five reference assignments since 2020 have taken us from national studies commissioned by ministries to programme evaluations for UN agencies, and from training curricula to broadcast media production. Each mandate is delivered by a team assembled for the question at hand, under scientific supervision and documented quality assurance.

Rights-based
Gender equality, child protection, disability inclusion, and community participation sit at the centre of every mandate, in design as much as in delivery.
Independent
Analysis free from undue influence. Findings are reported as they stand, including when they are inconvenient for the commissioning party.
Accountable
Ethical standards enforced across all missions and partnerships. Our PSEAH charter is annexed to every contract as a condition of engagement.

From question to impact
Every ZATMAC mandate follows a clear arc: define the research or evaluation question with partners, collect evidence in the field, analyse with methodological rigour, and deliver recommendations institutions can act on. Ethical review and data protection apply at each stage, and more strictly still when the research involves children or people in vulnerable situations.

01 · Design
Co-create the study or evaluation framework with institutional partners and communities. Sampling, instruments, and ethical safeguards are agreed before any data is collected.

02 · Fieldwork
Surveys, interviews, focus groups, and participatory methods across Morocco and MENA, conducted by trained regional teams working in Arabic, Darija, and French.

03 · Analysis
Mixed-methods synthesis, quality assurance, and peer review before reporting. Quantitative outputs are documented so that any figure can be replicated from the dataset.

04 · Uptake
Recommendations, validation workshops, training, and follow-up, so that findings translate into policy and practice rather than sitting in a report.

Twenty-five reference assignments, 2020–2026
Our assignments are commissioned by ministries, United Nations agencies, international NGOs, and national associations. Six thematic clusters group the work; each links to the full project record.
Child justice
National studies on children in contact with the penal system and on minors in conflict with the law, including risk assessment instruments and access-to-justice analysis.
Child protection & girls
National study on sexual violence against children, investigation into child marriage in Béni Mellal-Khénifra, and impact evaluation of SRHR interventions for adolescent girls.
Disability & inclusion
Institutional project evaluation for a national disability centre, capacity-building for four reference structures, and accessible awareness campaigns.
Health & HIV
Advocacy toolkits and treatment literacy kits for the MENA region, ten public health video capsules, and national autism screening programme support.
Women's rights
Advocacy and communication on the 2024 Family Code reform, digital responses to gender-based violence, and Maputo Protocol compliance analysis.
Youth SRHR & CSE
Integrated intersectoral comprehensive sexuality education programme, needs assessment on integrated sexuality education, and mapping of structural barriers to SRHR services.

Leadership
Direction and scientific supervision
Zouhir Adaoui · Director General
ZATMAC is directed by Zouhir Adaoui, sociologist and doctoral researcher in health sociology at Université Ibn Tofail in Kénitra. His work covers public health, sexual and reproductive rights, comprehensive sexuality education, youth empowerment, disability inclusion, and gender equality. He has worked with civil society organizations, public institutions, and United Nations agencies on research, programme design, monitoring and evaluation, and capacity building, and has represented these files at United Nations and African Union level, including sessions of the Commission on the Status of Women.
Governance and safeguarding
ZATMAC adopted a charter on protection from sexual exploitation, abuse and sexual harassment, signed on 20 July 2026. It serves as the firm's code of conduct, binds staff, consultants, and partners, and is annexed to every contract as a condition of engagement. The charter follows the zero-tolerance standard set out by the United Nations.
